Moldova’s Digital Nomad Visa: Live and Work Legally for 2 Years (Starting 2025)

In April 2025, Moldova approved a long-anticipated residence permit designed specifically for remote workers and entrepreneurs: the Digital Nomad Visa.

This new legal framework allows non-residents to live and work in Moldova for up to 2 years, while earning income remotely for companies registered outside the country. It’s Moldova’s most modern relocation tool to date—modeled after policies in Estonia, Portugal, and Georgia.

At incorpore, we’ve supported dozens of remote workers, startup founders, and digital freelancers in relocating to Moldova—long before this law even existed. Now that the legal framework is formalized, we’re actively working with policymakers to make sure it stays business-friendly, fast, and practical for international professionals.

Who Can Apply for the Digital Nomad Visa?

Under the new legal framework, this visa is available to non-residents who:

  • Work remotely for a company incorporated outside Moldova, or
  • Own a company registered outside Moldova

The applicant’s income must originate from outside Moldova, and the work must be conducted entirely online (e.g. laptop-based jobs).

Eligible professions include:
IT specialists, software developers, designers, marketers, online consultants, e-commerce entrepreneurs, and freelancers across industries.

Visa holders will receive a 1-year residence permit, renewable for another year (totaling 2 years).

Visa Benefits and Moldova’s Economic Goals

According to Moldova’s Economic Council and Ministry of Economic Development:

  • Estimated inflow: 1,500 nomads per year
  • Average economic contribution per nomad: 186,000 MDL/year
  • Total impact: ~280 million MDL/year to the national economy

This group is expected to boost the tech, coworking, tourism, and service sectors—without competing with local labor or relying on state programs.

How to Apply and What You Need

Moldova’s process is designed to be 100% digital and remote-friendly. You can apply from anywhere without visiting a consulate.

  1. Prepare your documents: proof of income, employment/ownership abroad, criminal record, health insurance, and passport
  2. Submit your application online via Moldova’s government portal
  3. Get your residence card valid for 1 year (extendable to 2)

incorpore helps clients prepare and submit everything needed, including translations, formatting, and local legal support if needed.

How You’ll Be Taxed as a Digital Nomad

Moldova’s tax model for nomads is fixed, predictable, and non-invasive:

  • Flat income tax: 2 × Moldova’s national average gross salary
  • Social security: Optional (voluntary)
  • Health insurance: Available at a fixed national rate (or waived if you hold private international coverage)

No need to file complex income declarations, and no global income reporting unless you set up a local company or work for a Moldovan entity.

Related Reforms Supporting Remote Work

The digital nomad visa is part of a broader package of digital and tax reforms that include:

  • VAT exemptions on commissions from foreign e-commerce platforms
  • SEPA access — Moldova’s banks will be fully integrated into the EU’s euro payment zone by the end of 2025 (read more)
  • Digital onboarding (KYC) for businesses and freelancers
  • Micro-enterprise tax incentives for startups and consultants

These changes are designed to make Moldova more attractive to tech-savvy, mobile professionals from across Europe and beyond.
