IT company setup in Moldova,
on the 7% IT Park route.

Form a Moldovan IT company and, once it qualifies for the Moldova IT Park, pay a single tax of 7% of turnover in place of corporate income tax, salary tax, and social contributions. Fully remote, five to seven working days to a bank account.

We form the SRL, prepare the IT Park application, and confirm your activity mix against the 70% rule before you commit.

Most founders come to Moldova for one number: 7% of turnover, all in. The company behind it is an ordinary SRL, formed in days. This is how the two fit together, and how we build both for you.

The short version

What setting up an IT company in Moldova involves.

What the company looks like, the tax it pays, whether it qualifies for the IT Park, and how we set it up without you travelling.

Why founders set up IT companies in Moldova

Moldova pairs a low flat-tax base with a dedicated IT regime that few jurisdictions match. A standard Moldovan SRL pays 12% corporate income tax, or 0% on reinvested profits under the SME scheme in force through 2026. But an IT company that qualifies for the Moldova IT Park pays a single 7% of turnover that stands in for corporate income tax, the 12% employee income tax, social and medical contributions, local taxes, and more.

Add SEPA membership since October 2025, EU candidate status with accession talks under way, a time zone shared with Frankfurt, and salary costs well below the EU average, and Moldova is one of the strongest low-tax bases in Europe for a software or IT-services business.

The 7% IT Park regime, in one figure

The Moldova IT Park (MITP) is a virtual park created by Law 77/2016. A resident IT company pays 7% of sales revenue as a single tax that replaces corporate income tax, the employee income tax, social security and medical contributions, local taxes, the real estate tax, and the road tax. VAT is separate and applies normally.

There is one floor to know about: a minimum tax per employee of roughly MDL 5,220 per month for 2026. For a well-paid team the 7% of turnover is the binding figure; for a large team on modest revenue, the floor can dominate. The regime is state-guaranteed to 2035.

  • Replaces six taxes with a single 7% of turnover
  • Minimum per-employee tax of about MDL 5,220 per month for 2026
  • State-guaranteed to 2035, operational to 2037
  • VAT is separate and applies at 20% above the threshold

Does your IT company qualify for the IT Park?

Eligibility is set by Article 8 of Law 77/2016 and covers custom software development, IT consultancy, hosting and data processing, web portals, software and game publishing, R&D in computer science and biotechnology, IT training, and, since the 2024 amendments, export call centres and IT staffing. At least 70% of your sales revenue must come from eligible activities, measured both monthly and annually.

The codes are read by definition, not by title, and several are narrower than they look. Before you commit, check your activity with our free IT Park eligibility checker, or read the full list of eligible activities and CAEM codes.

How we set up your IT company, remotely

You do not need to travel to form the company. We act under a power of attorney that you notarise and apostille in your country of residence. The company itself is a standard SRL under Law 135/2007, formed at ASP, which then registers it with the tax and social authorities automatically.

  • Day 1: activity codes, founder structure, and mandate agreed; documents collected
  • Days 2 to 3: articles drafted by a Moldovan lawyer, power of attorney issued and apostilled
  • Days 4 to 5: dossier filed at ASP, IDNO and registration certificate issued
  • Days 6 to 7: bank account application, IBAN in MDL, EUR, and USD; SEPA-enabled
  • In parallel: the IT Park application prepared and filed once the company exists

Formation and IT Park residency: the two steps

Setting up an IT company in Moldova is really two steps. First the company is formed, a normal SRL with an IT activity code. Then it applies to the IT Park administration for resident status, which is what unlocks the 7% regime. The two are separate filings, and we handle both, confirming your activity mix clears the 70% rule before the application goes in.

Every formation includes lawyer review, the articles of association, ASP filing, IDNO issuance, tax registration, and a bank introduction. The IT Park application is prepared alongside so the company can switch to 7% reporting from the start.

How do I set up an IT company in Moldova?

You form a Moldovan SRL with an IT activity code at ASP, the Public Services Agency, then apply to the IT Park administration for resident status to access the 7% regime. The formation takes one to three working days at ASP and about five to seven days in total to a working bank account. It can be done entirely remotely under a power of attorney, so you do not need to travel.

How much tax does an IT company pay in Moldova?

An IT company that qualifies for the Moldova IT Park pays a single tax of 7% of turnover, which replaces corporate income tax, the 12% employee income tax, social and medical contributions, local taxes, the real estate tax, and the road tax. VAT is separate. There is a minimum per-employee tax of roughly MDL 5,220 per month for 2026. An IT company that does not join the IT Park pays the standard 12% corporate income tax, or 0% on reinvested profits under the SME scheme.

Can I set up a Moldova IT company remotely?

Yes. The whole process is remote. We act under a power of attorney that you notarise and apostille in your country of residence, form the SRL, and file the IT Park application on your behalf. The only step that may need you in person is signing at the bank in Chisinau, and we arrange and accompany that appointment.

Does my software company qualify for the IT Park?

Custom software development is squarely eligible under CAEM 62.01. So are IT consultancy, hosting, web portals, game and software publishing, R&D, and IT training. The condition is that at least 70% of your revenue comes from eligible activities, monthly and annually. Use our IT Park eligibility checker to test your specific activity or code.

How long does IT company formation take in Moldova?

Registration at ASP takes one to three working days for a clean dossier. Adding the bank account, the full process runs about five to seven working days. The IT Park application is prepared in parallel so the company can report at 7% from the outset.

What is the minimum capital for a Moldova IT company?

There is no statutory minimum share capital for a Moldovan SRL. The historical MDL 5,400 figure was abolished. Banks may ask for evidence of operational funding at account opening, but that is a commercial matter, not a formation requirement.
