Methodology and assumptions
  • Statutory framework: Law 200/2010 on the regime of foreigners in the Republic of Moldova; Government Decision 339/2018 on investor residence procedure.
  • Threshold: 30 × forecast average monthly salary in shares or capital of a Moldovan legal entity. For 2026 the forecast salary is MDL 17,400, so the threshold is approximately MDL 522,000 (about €27,500 at 19 MDL/EUR). The forecast salary is set by Government decision each year.
  • Plus: the legal entity must have at least one created job paid at the average forecast salary or above.
  • Permit term: 1 year initial, renewable up to 5 years total. Permanent residence after 5 continuous years of legal residence with documented physical presence.
  • Schengen access: Moldovan residence does not grant Schengen entry. Visa-free Schengen tourism for Moldovan passport holders is up to 90 days in any 180.
  • Citizenship: separate procedure under Law 1024/2000, generally available after 8 years of legal residence. Investment-based naturalisation has been suspended; only the standard naturalisation route is available.
  • FX: indicative MDL/EUR ≈ 19, MDL/USD ≈ 17.5.
